What is NEMSA certification — and why it matters when you hire an electrician

In Nigeria, electrical work is not a free-for-all. There is a single federal authority responsible for making sure electrical installations — and the people who carry them out — are safe and competent. That authority is NEMSA.

What NEMSA is

NEMSA — the Nigerian Electricity Management Services Agency — was established by the NEMSA Act of 2015, with its mandate now sitting within the Electricity Act 2023. It is the sole statutory agency empowered to enforce technical standards and regulations, and to inspect, test and certify electrical installations, meters, transformers and other equipment across the Nigerian Electricity Supply Industry.

In plain terms: if it carries current in Nigeria — from a housing estate's wiring to a factory's transformer — NEMSA is the body that sets the safety bar and confirms it has been met.

The two certifications people confuse

When people say “NEMSA certified,” they can mean one of two different things. Knowing the difference protects you when you hire.

• Contractor / personnel competency certification — NEMSA assesses electrical installation contractors and technical personnel through written and oral competency tests, then issues a competency certificate. This confirms the person or company is qualified to carry out electrical installation work.
• Installation inspection & certification — separately, the actual installation on a specific site must be inspected and tested by NEMSA and issued a Certificate of Inspection before it can be legally energised and put into use.

A competent contractor (the person) still produces an installation (the work) that must itself be inspected. You want both boxes ticked.

Why it matters when you hire

• Safety. Electrical faults cause fires, electrocution and equipment damage. Certification exists to prevent exactly this.
• Liability. If an uncertified installation causes harm or damage, whoever commissioned the work can carry the exposure — especially institutions with a duty of care.
• Insurance. Insurers can decline claims arising from work that was never properly certified.
• Quality and resale. Certified work is documented work — it holds up under audit, sale or handover.
